Kay Smith

Head of Research, Development & Policy

Kay is currently Head of Research, Development and Policy leading on work to promote, influence, advocate and advise across Wales on adult learning policy issues. Kay also has responsibility for developing projects and research on adult learning in Wales.

A graduate of Business and Human Resource Management, Kay worked in management the private sector (retail and manufacturing) before joining NIACE. Kay’s interests lie in outreach and promotional work to engage new learners. She led the development of promotional campaigns, including Adult Learners’ Week. Kay has worked with the BBC and Channel 4 to support the development of major social action campaigns to develop literacy, numeracy and ICT skills, including Computers Don’t Bite and First Click. She has managed numerous outreach and research projects including those funded by the European Commission and European Social Fund. Kay is a member of the WCVA’s Third Sector Ministerial Group.
